Crisis Procedures
In a Crisis, You Must…
- Obtain medical attention for the injured immediately!
Notify the police or fire department immediately by calling 911. - Contact Director of Student Services.

- Do not leave a voicemail at any time!
Text Message or Voice Template:
“This is [ your name and your location ] requesting administrative assistance at [ location and phone number that can receive an immediate return call ].
If contact is unsuccessful, call Central Office, (734) 419-2060.
- Building map(s) and master key(s) must be available to emergency responders on site
(Please know the location of your building’s Knox Box for rapid emergency entry)
Emergency Procedures
- If a student faints, becomes unconscious or is seriously injured or ill call for EMS (911) immediately. Call the main office to request assistance from an administrator. Make certain that you let the person at this number know who you are and the location of the injured/ill student. Do not attempt to move the student.
- If the student regains consciousness and appears to have recovered, do not move them or allow them to move until assistance arrives.
- When an administrator arrives they will:
- Confirm that emergency services have been contacted and are on their way.
- Assess the situation and assist the student in any way possible.
- Communicate to other administrators as to their needs at that time and provide them with the name of the student.
- Move the students in the classroom to another location to give ill/injured student privacy.
- Radio the main office and have them retrieve a copy of the student’s emergency information.
- Have another administrator or secretary call the child’s parent or guardian.
- Instruct a hall monitor or staff member to meet EMS and direct them to the correct location.
- Assume responsibility for the student’s belongings and give all materials to the parent or guardian when they arrive.
- Fill out an accident report.
- Follow up with a phone call to the student’s home within 24 hours.
- Apprise the teacher/staff member of the student’s condition and thank them for their assistance.
- Once the ill student has been removed from the classroom, the teacher may return
the class back to the original location.24
Accidents / Medical Emergencies
Administrator’s Responsibilities
- Call 911.
- Report to the scene. Secure and isolate the area.
- Have staff trained in First Aid/CPR. Respond to the area to assist.
- Assign an individual to meet and escort the emergency medical responders to the scene.
- Notify the parent/guardian.
- Provide the police/EMS emergency information.
- Accompany the student/staff to the hospital if the parent/guardian cannot be there.
- Call Director of Student Services.
- Initiate support services for students/staff through the Crisis Management Team if necessary.
Staff’s Responsibilities
- Evaluate the accident scene. Isolate and secure the area.
- Direct any unaffected persons to a safer and secured area.
- Call 911.
- Notify the Administrator-in-Charge ASAP. Advise them of the number of injured and of the situation.
- Give the location.
- If the scene is safe, proceed to the victim and assess the severity of the injury.
- Stabilize the victim. Administer first aid.
- Use universal precautions when handling body fluids.
- Assist the emergency medical responders.
- If the scene is not safe, e.g. electrocution, downed wires, etc. wait for EMS.
Planning Related to Serious Field Trip Accidents
- Give a copy of the participant roster showing all students/personnel attending to the office and the bus driver prior to the trip. Keep on file for one year.
- Secure emergency information (including medications) for each student emergency prior to departure.
- It is recommended that someone carry a cell phone.
- In case of a serious accident, contact 911 and the school office.
When a Trauma or Loss Occurs
Administrator’s Responsibilities:
- Contact emergency responders if necessary.
- Verify the facts.
- Contact the Director of Student Services.
- Immediately initiate support services for students/staff through the Crisis Management Team by contacting the Senior Director of Student Services.
- Develop, with Communications Director, an appropriate communication for students, staff and parents.
- Assist with the implementation of the crisis plan.
The building administrator may appoint an incident response coordinator or the administrator may choose to fulfill the role of coordinator.
Staff’s Responsibilities:
- Contact emergency responders (police, fire, EMS, etc.) if necessary.
- Contact the building administrator and communicate a full understanding of the situation.
- If you cannot contact building administrator, contact the Director of Student Services.
Dealing with the News Media Contact
- News media contact must be directed to the district’s Communications Director at 734-419-2001.
Death on School Site
(e.g. natural causes, accidental, suicide or homicide)
Survey scene to determine safe approach.
Administrator’s Responsibilities
- Identify the problem and the location. Secure and isolate the area. Determine if there is to be a Lockdown.
- Call 911. It is appropriate to limit student movement.
- Contact School Resource Officer where available.
- Call Director of Student Services.
- Assist the police in locating and identifying possible suspect(s)/victim(s)/witness(es).
- Assess whether the suspect(s) can be safely isolated/detained.
- Secure emergency information on the suspect(s)/victim(s)/witness(es), if possible.
- Provide the police/EMS with emergency information.
- Immediately initiate support services for students/staff through the Crisis Management Team by contacting the Senior Director of Student Services.
Staff’s Responsibilities
- Identify the problem and the location. Secure and isolate the area.
- Call 911.
- Notify the Administrator-in-Charge ASAP.
- If possible, calmly remove the students from the area.
- Discourage discussion.
- Wait for the police/EMS responders to arrive.
- Identify students in need of immediate support.
PM Custodial Responsibilities
- Same as Staff’s Responsibilities except do not notify the Administrator-in-Charge.
- Call the “On-Call” Supervisor ASAP.
Unauthorized Removal / Missing / Abducted Student
Overall Procedures
- If an abduction is observed or suspected, call 911.
- Obtain a detailed description of the abductor (physical appearance, type/color of clothing, and make/model/color/license number of any vehicle seen and direction of travel).
- If a student is missing/abducted, immediately notify the Administrator-in-Charge.
- If possible, obtain a detailed description of clothing/time/location when child was last seen, and photograph of the child if possible.
Administrator’s Responsibilities
Missing Student
- Conduct an immediate search of the school/school grounds.
- Call 911.
- Contact the custodial parent/guardian of the missing student.
- Call Director of Student Services.
- Abduction.
- Call 911, provide suspect/vehicle information.
- Call Director of Student Services.
- If an abduction is witnessed by other students, detain the students for interviews with the Administrator/law enforcement.
Staff’s Responsibilities
Missing Student
- Notify the Administrator-in-Charge.
- Assist the Administrator with questioning friends/classmates.
- Maintain control of the remaining students.
Abduction
- If an abduction occurs during class, attempt to persuade the abductor not to commit the act, if possible.
- If an abduction is witnessed by other students, detain the students for interviews with the Administrator/law enforcement.
- Do not place yourself or students in harm’s way.
Michigan Child Protection Law and Its Requirements
Michigan Child Protection Law (Act No. 238, Public Acts of 1975, as amended, being Sections 722.621-722.638, Michigan Compiled Laws Annotated-M.C.L.A.)
Purpose
To provide for the protection of children who are abused by requiring certain identified persons and encouraging others to report suspected child abuse and neglect.
Child Abuse
Harm or threatened harm to a child’s health or welfare by a parent, legal guardian, or any other person responsible for the child’s health or welfare, or by a teacher or teacher’s aide, which occurs through non-accidental physical or mental injury; sexual abuse; sexual exploitation; or maltreatment.
Reporting Suspected Child Abuse
- School personnel who have reasonable cause to suspect child abuse are obligated by law to report immediately by telephone to DHS. This report is to be made to DHS office located in the county where the child is found.
- The person who suspects child abuse must be the reporting individual or cause the report to be made.
- Solely reporting the suspicion to the person’s superior or administrator does not meet the requirements imposed by law.
- If child appears to be in immediate danger of abuse in the home environment requiring immediate removal, school personnel will also contact the police agency in the jurisdiction where the abuse occurred.
- The reporting person shall file a 3200 written report with DHS within 72 hours after making the telephone report, as required by this act.
